Job Summary:

  • The Director, IT&S provides the vision, leadership and information systems in support of both business and clinical operations for management for site/facility within the Community Hospital division.
  • This role requires strong project management and customer service focus and will be responsible for providing a hospital-level view on all high-priority strategic projects as well as serve as a focal point for coordination of enterprise-level efforts.
  • The Director, IT&S is responsible for the development and implementation of the clinic and hospital IT strategy in the context of the enterprise IT strategy including actionable roadmap and budget, and must have the ability to establish clear objectives, set priorities, define realistic time frames, manage expectations of users and effectively manage staff, projects and vendors in delivery of the strategic objectives.
  • The role has a high level of exposure to senior leadership at the clinic, hospital, group operations, and enterprise IT level and will work closely with them on a variety of strategic initiatives.

Essential Functions:

  • Plans, coordinates, directs, and designs of all operational activities of the IT department, as well as providing direction and support for IT solutions that enhance mission-critical business operations.
  • Develop policies and procedures in the Service Delivery department to manage access and the availability of data as a resource for the organization and promote the sharing of information across clinical and business teams and platforms.
  • Develops thedevelopment of information systems strategy to align with the business plans of the Community Hospital facility in partnership with ScionHealth.
  • Develop work plans, timetables and estimate of required resources to successfully implement cost and efficiency/improvements or solve operational procedures.
  • Recommend changes/upgrades to existing systems and new software and hardware acquisition.
  • Provides advice on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
  • Communicate regularly with leaders in the organization about IT priorities, implementations, changes, and upgrades.
  • Ensures that end users are trained adequately to take full advantage of the Information systems in the organization.
  • Manages system administration of all locally managed applications and infrastructure.
  • Ensures that data systems can provide all clinical reporting and statistics as required by Federal, state and local agencies.
  • Manages the development and maintenance of the IT back-up and disaster recovery plans in the event of power failure, damage to system, etc. in accordance with local, enterprise and industry standards.
  • Manage relationships with both local and enterprise vendors for sales, service and support. Reviews all hardware and software acquisition and maintenance contracts, soliciting involvement and participation of other management team members as appropriate.
  • Recruits, develops, mentors, motivates and leads the staff of the Information Technology Department. Maximizes staff performance and technical expertise through clearly defined objectives, training and skill development and performance evaluation.
  • Develops work plan, timetables and estimate of required resources to successfully implement cost and efficiency improvements or solve operational procedures.
  • Oversee the development, maintenance, and communication of systems documentation, policies, and procedures.
  • Develop and maintain all HIPAA Security policies and procedures and ensure they are available to the user community.
  • Complete risk assessment, analysis and action items of information technology systems. Participate in the investigation of potential information security violations and provide the data necessary to enforce stablished sanctions.
  • Participate as a key leader in any security event response activities.
  • Ensures the cost-effective expenditure of resources.
  • Local travel within facilities or local buildings within the location in which the position is located; occasional or less than 5% travel to another facilities within the Community Hospital or ScionHealth division. 
  • Performs other duties as assigned.
  • Must read, write and speak fluent English.
  • Must have good and regular attendance.

Qualifications

Education:

  • Bachelor’s degree in computer information systems or a healthcare related business field is required, and a master’s degree is preferred

Experience:

  • Five to seven (5-7)years’ experience in Healthcare Information Systems with progressive management responsibility and previous experience in senior leadership role in a healthcare organization strongly preferred
